City of Glasgow Receives $35,000 to Complete Growth Policy Update and Downtown Revitalization Plan Update

HELENA, Mont. – The Montana Department of Commerce announced today that eight Montana towns, cities and counties will share nearly $300,000 of grant funding to help plan significant community development projects. The funding is through Commerce’s Community Development Block Grant Planning Grant Program.

“Commerce’s planning grants help Montana communities produce future growth plans, studies and training to advance crucial infrastructure and community development projects while creating and retaining good paying jobs for local workers,” said Montana Department of Commerce Director Marta Bertoglio.

The CDBG Planning Grant Program is designed to help communities plan by supporting the implementation of growth policies, capital improvements plans, subdivision and zoning regulations, downtown plans, housing plans and preliminary architectural and engineering reports.

The following communities will receive CDBG Planning Grant funding: 

  • The Town of Bainville will receive $50,000 to complete a growth policy update.
  • Blaine County will receive $30,000 to complete a growth policy.
  • Chouteau County will receive $18,750 to complete a growth policy update.
  • The City of Glasgow will receive $35,000 to complete a growth policy update and a downtown revitalization plan update.
  • The City of Helena will receive $50,000 to complete a preliminary architectural report, feasibility study and capital improvements plan.
  • Lincoln County will receive $47,713 to complete a preliminary architectural report for an animal shelter.
  • McCone County will receive $40,000 to complete zoning regulations.
  • The City of Wolf Point will receive $28,000 to complete a solid waste system preliminary engineering report.

In 2020, Lewis and Clark County, in partnership with Good Samaritan Ministries, received $32,000 in CDBG-PL funding from the Montana Department of Commerce to complete a preliminary architectural report for the roof of the Good Samaritan Thrift Store.

Ann McCauley, Lewis and Clark County grants and procurement director said, “Building off the preliminary architectural report, Lewis and Clark County and Good Samaritan Ministries were awarded a CDBG Community and Public Facilities grant to implement the recommended improvements. The project was successfully completed in fall 2023. With the new roof and upgraded HVAC systems, Good Samaritan Ministries can confidently and safely continue operating its thrift store and delivering vital community services for decades to come.”

Eligible applicants for CDBG Planning Grants include Montana counties, cities and towns. Local governments may apply on behalf of special purpose districts, unincorporated areas or on behalf of non-profit organizations such as a human resource development council, an Area Agency on Aging, a local domestic violence shelter, a Boys and Girls Club, local food bank, hospital, nursing home or a similar non-profit agency. Counties may also apply for planning grants on behalf of tribal utility authorities.
